History

Known formally as the interrobang, this character was proposed in 1962 by advertising executive Martin Speckter to help copywriters convey excitement and uncertainty simultaneously. It found its way into digital typography and eventually the Unicode standard in 1999 to replace the clumsy practice of typing '?!'.
