It is rarely used to represent the letter 'V' itself, unlike standard alphabet emojis like 🅰.

History

These symbols were introduced in Unicode 6.0 in 2010. They were added to provide a technical bridge for mobile operating systems to render flags without needing to create thousands of individual flag emoji files, instead relying on country-code pairings to map to flag images.
